Chapter on What is Permissible and Impermissible for the Muhrim to Do and Use of All Types
Abdullah ibn Sinan narrated from Abu Abdullah عليه السلام, who said: "A person in the state of ihram is not allowed to marry or to officiate the marriage of someone who is not in ihram. If they marry or officiate a marriage, the marriage is invalid."
