Chapter on Rare Cases of Legal Punishments
Man Lā Yaḥḍuruh al-Faqīh|Volume 4|Book 1|Chapter 17
وَ قَالَ رَسُولُ اَللَّهِ صَلَّى اَللَّهُ عَلَيْهِ وَ آلِهِ: "لاَ يَحِلُّ لِوَالٍ يُؤْمِنُ بِاللَّهِ وَ اَلْيَوْمِ اَلْآخِرِ أَنْ يَجْلِدَ أَكْثَرَ مِنْ عَشَرَةِ أَسْوَاطٍ إِلاَّ فِي حَدٍّ".
The Messenger of Allah سبحانه وتعالى (peace be upon him and his family) said: "It is not permissible for a ruler who believes in Allah سبحانه وتعالى and the Last Day to administer more than ten lashes except in the case of a legal punishment (hadd)."
