This means that if the man made an effort to urinate before performing ghusl but was unable to do so, Allah سبحانه وتعالى has relieved him of the need to repeat the ghusl. However, if he was negligent and did not attempt to urinate, then he must repeat the ghusl, as previously mentioned.
