محمول على الاستحباب دون الفرض والايجاب، فأما الذي يدل على ان الفقير والمحتاج لا زكاة عليه على طريق الفرض.
And that is to be understood as recommendation, not as an obligation and compulsion. As for that which indicates that there is no zakat upon the poor and the needy by way of obligation.
