The sovereign as divine guardian on earth
Nahj al-Balāgha|Volume 1|Book 3|Chapter 332
۳۳۲. وَقَالَ (عليه السلام): السُّلْطَانُ وَزَعَةُ اللهِ فِي أَرْضِهِ.
332. Amīr al-mu’minīn, peace be upon him, said: The sovereign is the watchman of Allāh on earth.
