فمحمول على حال الضرورة بدلالة ما ذكرناه أولا من انه لا يجوز الاقتصار على سورة الحمد مع الاختيار ويزيده بيانا ما رواه
So this is to be interpreted as referring to a situation of necessity, based on what we mentioned earlier, that it is not permissible to suffice with Surah al-Hamd alone when one has the choice. What further clarifies this is what has been narrated:
