فمحمول على أنه يجوز له أن يكررها في الركعة الثانية دون أن يفرقها في الركعتين وهذا إذا لم يحسن غيرها فأما مع التمكن من غيرها فانه يكره ذلك يبين ما ذكرناه
So this is to be interpreted as permitting him to repeat the same Surah in the second rak‘ah, without splitting it between the two rak‘ahs, and this applies if he does not know any other Surah. But if he is capable of reciting another one, then it is disliked (‘makruh’) to do so. What clarifies what we have mentioned is:
