Commentary #10

وينبغي أن لا يتقدم القوم إلا ذووا الرأي والعقل والسداد ويكون اقرا الجماعة أو أفقههم أو أقدمهم هجرة

And it is appropriate that none should step forward to lead the people except those who possess sound judgment, intellect, and uprightness, and who are the most proficient in recitation among the congregation, or the most knowledgeable in jurisprudence, or the earliest among them in emigration (hijrah).
