Chapter on Additions Regarding Zakat

Muhammad ibn Ya'qub, from Ali ibn Muhammad, from Ibrahim ibn Ishaq, from Muhammad ibn Sulayman, from Abdullah ibn Sinan, who said: Abu Abdillah عليه السلام, peace be upon him, said: "The charity of the ‘khuff’ (cloven hooves like sheep, cows) and the ‘zilf’ (solid hooves like horses, mules) is given to the dignified needy among the Muslims. As for the charity of gold and silver, and what is measured by the qafiz, and what the earth brings forth, it is for the severely poor." Ibn Sinan said: “I asked: ‘And how did this become like this?’” Imam عليه السلام said: "Because these people are dignified needy and are shy before the people, so the more seemly of the two matters in the view of the people is given to them, and all of it is charity."
