Chapter on Zakat of the Wealth of the Absent Person, Debt, and Loan

And from him, from Ahmad ibn Muhammad, from Ibrahim ibn Abi Mahmud, who said: I (narrator) said to Abu al-Hasan al-Ridha عليه السلام, peace be upon him: “A man has a deposit and a debt, but he does not reach them, then he takes them. When does zakat become obligatory upon him?” Imam عليه السلام said: “When he takes them, then a year passes over them, he pays zakat.”
